Women's Pension

I received SP from November 2016 at age63.  Age 60 2013 but had to wait. I was not able to increase my pension after that. I did not receive full pension due to Con Out time. Why are we penalised?
My husband younger than me and has built up years since 2016 to get full state pension and Con Out pension. Not fair.

    What do you mean by full pension?

    If you contracted out, your entitlement for those years is lower because wherever you contracted out to will be paying you a higher pension.

     Why are we penalised?
    Who are we?    What has this other person got to do with your pension entitlement and contracting out history?
    Why do you think you and this other person are being penalised?

    Your husband will have a different NI record to you, different earnings (impacting on the amount of potential rebates etc), qualification periods, and contracting out periods.

    So, why do you think you and he should be on the same figure?

    In April 2016 the state pension was changed. If you retired before that and had a full NI record (I believe that would have been 35 years at that time) you would have got the full old (basic) state pension, plus any SERPS / S2P earned. You (may) have benefitted from a contracted out personal pension and while you were earning that, would have paid a lower rate of NI than those who were contracted in.
    At April 2016, a calculation was made between what you had earned on the old SP, and what amount of new SP you were entitled to, allowing for any period of contracting out (which is referred to as COPE on someone's state pension entitlement statement).
    As you retired in 2016, 2016-17 was not counted, as you don't build up pension in the year you retire. Consequently you would appear to be completely under the old system, and are getting as much as you would have done had you retired before April 2016. Those (of either / any gender) who retire after 2016 may be able to increase their total entitlement to match the new SP (depending on their record and when they retire). Some may already have more than the new SP, as under the old system you could be entitled to more if you had a high paid job, and that extra was protected at the change (but some will still end up with less if they cannot / do not pay NI for some reason).
    If you had any years just before 2016 where you did not pay NI, and if your current SP is less than the old basic, its just possible you could pay to increase your entitlement, but that would need to be checked. It would be worth it if you could.

    Why?  You asked and you received informed responses.  Surely that is what you wanted.  Every day is a school day and most of us have learnt a lot from these forums.

    My pension was payable after April 2016 in November I thought I was due new SP.
    Only those starting out their NI history after April 2016 are fully under the new SP. You came under the transitional rules and would have received the higher of the new or old schemes.  If it was lower than the full new pension then you would have been in a contracted out pension meaning you paid less NI and had a deduction from your 2016 new pension starting amount, the old scheme already had that deduction factored in.  If you had reached state retirement later you could have added to that starting amount.
