Thanks to everyone who has responded, glad it's not just me who is confused about this. Looks like I might just have to wait for the UK international pensions office to get back to me after all.
Worst case scenario for now is that I miss out on being able to back pay NI for 2016-17, as that's the first year I'm missing. Nothing to lose sleep over!
