Paying voluntary NI contributions

I wish to pay voluntary NI contributions for myself and wife. My wife already receives her state pension but is one year short on contributions. I will receive my pension this year and am around 8 months short of contributions. To make any additional payments I am told I need an 18 digit code from the pensions department before I can pay but you have to contact them by phone and it is impossible to get through to speak to anyone. Does anyone have another way of paying these voluntary amounts. Thanks.

My husband sent his NI Voluntary Contribution payment last June and his pension still hasn't been updated. He has chased this with DWP, HMRC and is on the phone again today trying to find out what is going on. It's easy enough to find out which years you need to top up but after sending the money there is a deafening silence.0
