I suspect it's a pro-forma letter and that is the closest wording they have.  My experience of DWP HR, admittedly some years ago, is that to call them useless would be kind to them.

I think you may have dodged a bullet tbh, because I've heard that the DWP are having problems recruiting and retaining staff so it's probably not a great working environment in the first place.
