Council tax and moving home, do they have a clue

Do they really know what their doing never mind trying to save money by putting it all I one envelop
I moved home on 3rd of February and I informed the council before I moved and today received my new billing.
It only took 4 letters in 4 envelopes and 4 lots of postage, 7 pages 3 different council tax reference numbers all in my name.
I paid my council tax by direct debit in 10 payments so all fully paid when I moved out.
The property I was in was band B and my new property is band A which is obviously lower so I was expecting a refund ? Wrong !!!
They sent me a bill
Not only have they got the banding amounts wrong in the letters they have got my payments wrong also
Is this normal from government departments ?

Councils are what is termed "local government" and are not part of central government. Some councils are more efficient than others, but it will depend on the quality of the staff and their training.
