Oyster Card refund

I have an Oyster Card. I don't live in London and haven't used it for 4 years. There is over £10 on the card. I don't plan to go to London.
I was hoping to obtain a refund. The customer services phone line asked me to go online. I went online, created an account but was unable to register the Oyster Card as I have not made a journey in the last 8 weeks.
The website instructed me to make a journey. However I have no plan to visit London.
I was then instructed to phone TfL. The advisor instructed me to register my card online. I can't do this as I have not made a journey in the last 8 weeks and I have no plan to visit London.
I was then advised to send a web enquiry form with a picture of the card and a picture of some identification. I did this. Do you think this will work? If so, how will the refund be made?

I had already registered my card, but when it needed refunding due to not travelling during lockdown I phoned TfL and got a bank transfer refund.0

I have now received a voicemail inviting me to phone them again. It is currently out of hours for Oyster enquiries. I will try tomorrow.
