Conveyancing agency not willing to complete memorandum of staircasing

Hi team! First time posting here… I’ve just remortgaged and paid part of the Help to buy equity loan. 
As far as I understand, the conveyancing agency would need to complete a Memorandum of staircasing to be sent to Target HCA and then to Homes England for sealing. 
The conveyancing agency tells me that they’ve never done this before and it is not within them to complete. 
They were provided by the mortgage provider I’m switching to. 
What would be my options if they keep refusing to complete the Memorandum of staircasing (have raised a complaint within their system to which I haven’t had a response yet).
