Council Tax band changed when we moved but improvement indicator was set to No.

Hello, we purchased a house around 7 years ago and shortly after we moved in our council tax band was increased. At the time we had a toddler and were expecting again so we just accepted it really but ive since done some research and i think it is incorrect. 
My question is if on the original Council Tax certificate (the one we would have looked at when purchasing the house) the improvement indicator was showing NO should our band have even been reviewed? How would we have known that there was a possibility that the band would increase and therefore budget for that if the improvement indicator was showing NO.

    A CT band can be reviewed at any time, there is no need for an Improvement Indicator to initiate a review. Theoretically any CT band could be subject to review, but generally there are few that are increased other than those showing an Improvement Indicator.


    You can ask the VOA  for a further review, but you will need good evidence to support your request, e.g. other similar houses in lower bands or (presuming you are in England), 1991 sales evidence.
