    we are currently moving my daughter, who is 30 , from DLA, low rate to PIP, where she should be entitled to a higher rate and if she gets as well as more income gets more universal credit for me, as the non dependent deduction for rent stops, plus makes applying for a bus pass etc a lot easier. But i understand this process takes  months (CAB are helping me).
    Excellent - that's a great scheme - and no doubt works well to encourage people to actually take contents insurance too which is always good thing! Fair play to your council for putting a scheme like that in place, and even more so that it's so competitively priced. 

    Also good that you already have the contact with the CAB and that the benefits side of things is being worked on. Fingers crossed the PIP gets approved sooner rather than later. 

    There are a few folk who are regulars here on the DFW board who have dependents who are in a similar situation to you, hopefully some of them might chance upon this thread and be able to offer better suggestions for the groceries aspect - it will definitely make things more challenging.
