    Having reread and rethought this, it isn't making a lot of sense.


    Your address is most definitely on the finance department of your council's database, otherwise they could not send you a CT bill, so why isn't it on the environmental services' database if different departments have different databases. Is there anything unusual about your address? Could it be confused with another address? Are you on the electoral roll? Can you find your address on the Royal Mail Postcode database?


    Finally, as you have had no refuse collection for over 7 years, how have you been able to dispose of your household rubbish?
    And yes my address is listed with Royal Mail, albeit a different wording...

    The Forum team have (correctly) removed all details of your address. But I note you refer to it as "The Cottage". So is there (for example) a 1 High Street Anytown and you are next door, "The Cottage" 1 High Street Anytown

    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

    How does your address differ from your LL's. Is this an annexe, or a subdivision of your LL's property?

    It does seem very strange. I agree with the recommendation to speak to your local councilor - it may also be worth writing to the department which does the bins, attaching a city of the council tax bill and pointing out that the property is clearly known to and registered by the council and that it appears to b an error on the council's systems which means it's not showing on the environmental services department list, ask them explicitly to send you details of how, where and with whom the property needs to be 'registered' in order to access the services you require. 

    On a practical level, are you on good terms with any of your neighbours? Could yo arrange to 'steal' their wheelie bin and have them request a new one? (depending on your council's policy there may be a charge for a replacement which you could offer to meet ) I would be very surprised if the binmen would know of care how many there are supposed to be so if you acquire a physical bin they will probably empty it .
