Council tax band seems low

Good morning, I had my first council tax bill for a new build house which isn't a provisional rating anyway they've put it into band D which while I'm not complaining I'd have estimated it to be near the top of band F and on a bad day could have been a G based on the current house values. How could this have happened? Anyone got any insights into the process?
For reference it's a 4 bed detached and the 2/3bed terraced houses on the street are D/E, the 2 bed flats C.
Now I'm not complaining but what happens if it turns out to be a mistake 10 years down the line can they back date it?

If you are in England, it cannot be backdated, but in Wales, it can be.
All CT bands in England are based on a dwelling's notional value as if it had existed as at 1 April 1991. Comparing your band with the other ones you quote, either yours is too low or they are too high
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales1 -
