Hello.. Does marriage allowance effect the 0%starting rate?. For example, my tax free allowance is made up of £12570 plus marriage allowance £1260=£13830....my income from pensions is £13820.Am is still allowed the starting rate of £5000?0

The receipt of Marriage Allowance simply means you get £252 deducted from your tax liability. It has no impact on the savings starter rate band.
If your pension income is your only non savings non dividend income is £13,820 then you will have £3,750 savings starter rate band available.
And once that is used the £1,000 savings nil rate band (aka Personal Savings Allowance).1
