Why won't HMRC make it harder to assign tax reclaims to 3rd Parties?

I read a few months ago that the default position for HMRC is that if HMRC is instructed that someone is acting on your behalf then it's accepted, even though a significant proportion of the "robo-reclaim" companies are acting speculatively at best, rarely with the best interest of their client in mind, and occasionally fraudulantly (at the expense of every other tax payer...)
This query is prompted by the additional checks i just had to go through in order to obtain the small tax refund arising from my latest self-assessment.  I don't think these layers of "security" were present 18 months ago when i last requested payment of my refund.
I highlighted "security", because i'd already logged into my HMRC account with both password and the one-time code, but to actually get HMRC to start processing my refund to my bank account I needed to provide 2 figures from my P60, and 3 details from my passport.  I then had to regenerate the one-time code.  Seemed like overkill to me - and instead, I'd like to see some communications being sent back to people who engaged 3rd party services asking "are you sure...? do  you realise the sort of things you are authorizing this company to do...?"
