National insurance on pay arrears

I work part time for local govt and don’t earn enough to pay National Insurance. The pay deal was recently agreed and arrears were paid in my Nov pay. The backdated pay took me over the NI threshold and I paid £24.50.
If I’d received the pay increase in April when it was due, and backdated from I wouldn’t have paid any NI. I thought back pay should be applied as if it were paid in the month it was due to me, or am I mistaken.

The only time NICs will be spread over an extended period is when your whole pay covers that extended period.
