Adding partner to Mortgage

Hello I was wondering if anyone could help me. I want to add my partner to my mortgage but I understand he will have to pay stamp duty, my questions are
Would the first time buyer status still count for him? (He has never owned before)
Would he just pay on the amount of the house he is buying so if we go 50/50 or 100%
would the fees be worked out on the mortgage amount or the value of the house?

Adding him to a mortgage is different to adding him to the title of the property... are you wanting to do one, the other or both?
