That means you do have the £70k that you can contribute this year.
If you contribute less than £70k (but more than £40k) this year, it will make no difference to next year as there will be no available carry-forward available, so the future will be limited to £40k contributions.
Obviously, the actually permitted is based on exact contributions (gross including employee and employer) rather than "roughly" figures.1
