Tax-Free childcare - Confusing message

Hello,

Following advice from MSE, I tried to apply for tax-free childcare for my 2 1/2 yo. I started to apply on the government gateway but got the message saying "You've given the details for a child that's 2 years old. If you apply now, you'll only get Tax-Free Childcare for this child. If you want 30 hours free childcare as well, you should wait and apply when your child is 2 years and 36 weeks old." 

Does anyone know if I can apply for the Tax-Free childcare now and then add the free hours when my child reaches 2 years and 36 months? The message suggests I can't as it says I should wait.
