Trying to make volutary NI contributions

I am trying to make NI conts - class 3 - I owe them 10 weeks worth from 2020-21 - cost £154
This is a extremely hard thing to do for a non-speaker
To start with - web chat with HMRC who took all of my detaiils then told me to try

This, of course - does not exist
So - I googled WEBCHAT and NI Numbers - and came up with https://www.gov.uk/government/organisations/hm-revenue-customs/contact/national-insurance-enquiries-for-employees-and-individuals
Then the Webchat / Additional needs link is the EXACT address that I had used in the first place
Hell - this is infuriating !
If I was half as smart as I think I am - I'd be twice as smart as I REALLY am.

If you do not have an HMRC payslip
Include a note with:
- your name, address and phone number
- your Class 3 National Insurance contributions reference number (or National Insurance number)
- how much you’re paying
- the period you’re paying for

I'd also add to the note an explanation of the best methods of communicating with you if/when they need to, hopefully to avoid yet more frustration1

thanks for that - i have also been going round in frustrating circles trying to get this 18-digit reference number in order to pay, so I'll do that.Amazing how often you try to do stuff online but it doesn't work and you have to resort to paper

When will HMRC join the 21st century and allow on-line payments ?
