Transferring a small pot without advice

My wife had 2 x very small ( a little under £3k) local government DB pensions and we applied to transfer them to her SIPP.
We got all the forms which indicated that we needed to seek financial advice. We returned the forms leaving the advisor section blank and added a note stating advice not required due to low CETV value. The pension was transferred without further communication to an existing AJ Bell SIPP.1 -
The local government who currently hold the pot are happy to transfer out. It's the receiving scheme who are insisting on financial advice. Very frustrating. I'm waiting for the outcome of an appeal
