Can when working for local authority as hybrid working be classed as working from home

Hi, My granddaughter has started a new job with the local authority, she works from home 99% of the time and goes into the office as and when. The council calls this hybrid working in her contract. can this be classed as working for home to claim the tax benefit. ? thank you in advance
