After several years of good behaviour, I have been the subject of 2 PCN's received within a few days of each other.
On the first occasion, the driver had booked the vehicle in for work with a Halfords Autocentre. On arrival, there was no available parking at the front of the branch so the driver left the vehicle at the side of the building then went into reception and left the keys with staff who did not move it for about 45 minutes. There was no windscreen ticket issued and the PCN was received 11 days later. A letter has been drafted which will be sent to Halfords but I was looking on the forum for a template letter to send to the landlord (not Halfords) but cannot find one; is anybody able to assist?
Something else about the above PCN to consider is that the photograph on the PCN does not show the index number of the vehicle, only its windscreen. This seems unusual and I suspect the photograph has been taken by a member of staff from the landlords building and not a representative of the Parking Company who have issued the PCN.
On the second occasion, the driver parked in an NCP car park and had trouble with the ticket machine whose coin slot was blocked forcing card payments only. The driver thought they had successfully paid for 2 hours parking on their debit card and the machine had taken the vehicle index number although no ticket was issued. The driver left the car park after about 75 minutes so within the 2 hours they thought they had paid for. The PCN was then issued 31 days after the parking date and was received 10 days later.
For the NCP PCN, am I right in thinking they have not issued this in accordance with the POFA which needed to be issued within 14 days? If so, I realise this is the primary grounds for appeal but wonder if the parking machine issue should be included in the appeal? I should add that the driver went to the NCP car park last week (parked elsewhere!) to take photographs of the machine in question and other car park users were having the same problems, so this appears to be an ongoing issue.

Please tell us the name of the first PPC.
Send both companies the standard appeal template in blue text.
For the first one, add a one liner that since no NTD was ever given, the NTK arrived too early for keeper liability to apply.
For the second one, add a one liner that since no NTD was ever given, the NTK arrived too late for keeper liability to apply.
Look on both PPC's websites as if you are going to pay, but obviously don't, to see what other photos they have of the vehicle.
It is possible that the second incident was a case of ghost ticketing where a NTD was put on the windscreen, photographed, then removed by a person or persons unknow.I married my cousin. I had to...I don't have a sister.

And a further further to the original post and so you are aware, the NCP PCN has ANPR images showing the driver entering and leaving the car park.0

Is the car a lease or company car?

The vehicle in question is privately owned and has been in the RK's name since 2014, no changes of address in that time either. I agree about the long delay and initially looked at the wrong month in the diary to see where we were that day.0

A good news update for both of the tickets issued on this thread.
Following the advice given by Fruitcake and Coupon Mad, I submitted appeals to NCP and Horizon Parking and both tickets have been cancelled with no further action to be taken.
Thank you to Fruitcake and Coupon Mad for your sage advice; you both really know your stuff on this topic and I (and countless others on this forum) am very grateful.
I would also like to mention Halfords who offered to pay the parking charge after I raised it with their Head Office. I am aware of retailers not assisting in cases like this but Halfords attitude impressed me.4 -
