What advice do you need?
Sounds like you will now have an assessment:

Can i ask them to reconsider their decision because when they call me that time i was sleeping due to my medication and sleeping disorders0

With PIP I had a call out of the blue not sure what the title was (did I answer), asked me a few questions about my form. and got an award without a new assessment.
I would have though that if you answered they believed they could have made a decision just on the form and the call as can't see another reason why they would call. But it seems very harsh if that's the case just missing a single call.
EDIT.
I don't know how the system works, but could it just be pending a medical (that's on hold) and the person will call back? Some with knowledge might be able to answer that.

They said that my case forwarded to dm without assessment just because they could not get answers they needed they referred back for medical assessment0

MR team? MR is Mandatory Reconsideration. I don't understand what they mean by this. Please remember that when you ring PIP you are talking to someone from a call centre. If your file has been sent to the health assessment providers then it is now out of DWPs hands. If an assessment is needed then you will be sent and appointment date and time, which you will then need to attend.
