Doing the same apprenticeship again?

My young niece completed her Business Administration NVQ 2 recently however she has not found work in this field despite numerous applications but she has an Interview to do another NVQ 2 in the same subject, she claims she needs the money and it willing to do it again but i wanted to ask on her behalf if it is legal to do this?
Although it seems silly to me to do the same qualification twice she is just looking at the employment aspect of it which i understand but does anybody know what the legality of this would be because i know you can take one in a different subject but all she can find is the same one again.

 She probably won't be funded to repeat an apprenticeship she has already completed. 

 Why not do the next level up or another related subject.

I know it's tempting to hold someone's hand, especially if they are relatively young, but perhaps your niece needs to do her own research. Doing so will not only get her the correct answer from a trusted source, but help build her confidence and resourcefulness (and take you out of the firing line if she doesn't like the answer!).
