I put a pair of shoes on sale in my online basket yesterday only to go to my basket this morning to checkout and found sales price increased by £5. This may seem a small amount but is now out of my budget. Can companies increase sales prices that are in people's shopping basket?

Yes they can, happens both ways. Items can also reduce in price.

The contract isn't complete and price fixed until both sides confirm the price.
(Technically, I believe, the purchaser makes an offer at the point of making the purchase and this the seller agrees.)

    Absolutely,

As I said, it works both ways and can go up and down.
