National Entitlement card - will this give rail discounts thoughout the UK?

Hi,
I was hoping you could help. My brother is thinking of coming down to visit me in England, by train, from Scotland. Due to his disabilities he has what is called a National Entitlement Card, which was issued via his County Council in Scotland. It says it should give him 1/3 discount on most train travel as well as various other travel discounts.
Does anyone know if this is just valid in Scotland, or if he will be able to use this card in the same way you can use a Disabled Railcard, and get a discount on train travel throughout the UK?
