are we expecting ofgem to update the cap in december as they would under the new 3 month timescale the government introduced before the cap or is it going to be radio silence and unofficial forcasts between now and march?

Ofgem's timetable for cap revisions hasn't changed. I'm expecting a December announcement for January, and a March announcement for April.
