Parking fine Bailiffs and breathing space

Hi all.
I'm back on a debt free journey after being ridiculously bad with finances for most of my adult life.
my current situation though is worse than any I've found myself in and i wondered if any of you wise lot can help me make sense of what to do. or if there is anything I can do even.
I have just applied for breathing space through stepchange for around £8k worth of old CC and catalogue debt. I'm not worried about these so much as I will chip away with any money I have left over and will clear them eventually. I was making payments until a couple of months ago when my partner lost his job. He now has a new one but hasn't been paid yet hence the breathing space. We also have council tax debt which is at enforcement stage. This terrifies me.
My main worry is Bailiffs. I have 5 parking tickets in my name that aren't actually my debts. My partner racked them up through his old job and assured me they would be cleared, of course they haven't been and now I'm getting threats from Bristow and Sutor who so far have not been that helpful (why would they be I suppose) and very hard to contact.
The bailiff said they will do whatever it takes to get the money owed to them, the trouble is I have none, my car is hardly worth anything plus I need it with 2 small kids and living pretty rurally. I got paid on Friday and the money has already gone. I know breathing space doesn't cover this kid of debt, does anything? If I could afford to flee the country I really would about now. He wasn't open to any sort of payment plan. The councils couldn't help and suggested I attempt to challenge the fines through TEC which I have done but they are starting to come back to say the decision stands and the debts will remain with the bailiff.
I'm feeling pretty stuck and very, very anxious.
