NHBC certificate

Hi all
The house I’m buying currently is due to complete. However,  My solicitor just received final enquiry from lender solicitor which as below:
Lender solicitor is asking about seller to contact NHBC and obtain duplicate of the final certificate or an email confirming that they had responsibility for building control on the development.
The house is build on 2004.  
However, Seller’s doesn’t have NHBC final certificate as they didn’t get it from previous owner when they bought the house. My solicitor has rang NHBC today to request the copy of NHBC certificate But need to previous owner to call, we couldn’t get the permission. 
So any one know how we can get the NHBC certificate as we can’t find the previous owner.  Thank you.
