Is it ok for me to say this on Facebook? I'm not doing fraud as I'm not applying, neither stayed I'm qualified.
Yes it seems a service however im merely stating I require a developer which could be for a personal project even.
Its not classed as fraud

Why on earth would you think that advertising for a developer would be fraud? Unless that isn't what you want. Your personal experience has nothing to do with it.

People (individuals) put similar posts for "cleaner", "gardener", "electrician", "plumber" where you have "android developer".
Local business in our area put similar posts but "nursery nurse", "classroom assistant", "door security officer", "retail assistant", "fitter / installer" or such like.
I have also seen similar posts from Recruitment Agencies where they list more professional roles, though this latter scenario is more likely on Linked In than Facebook.
I do not know how successful posts like the above are in attracting responses from the desired audience.
The thing is, you've then made the odd comment after your question about whether this is fraud, or stating that it is not fraud. Which rather suggests that there is something underhand happening and any "android developer" responding to the post but then finding there is something underhand happening is likely to move along to something else.
There have been other recent threads on a very similar vein, also couched in cryptic mystery and references to fraud which is all very odd:

If you want meaningful advice, then it will be far easier for people to help you if you set out the full details of what your plan is with enough detail that allows Forumites to comment in a more complete manner.3 -
