questions about choosing new deal in advance

Hi,
Sorry if this has been asked before.
My fixed rate deal will end in March 2023. I selected a new fixed rate deal today. The mortgage helpline advised me that I'll still be able to switch should circumstances change (a better deal comes up) as long as it hasn't gone live. So, my understanding is, if let's say I found a better deal in November/December, I'll still be able to switch? They've sent me a pdf document and I noticed a statement "You may accept the terms of this Variation Agreement at any time on or before 17/10/2022". What does this mean? I only have 14 days to change my mind? Meaning after 17/10/2022 is legally binding and I won't be able to change anymore?
Please advise.
