Spouse tax allowance

If one spouse has investments which have accumulated capital gains, to take advantage of 2 x the annual CGT allowance, is it necessary for the other spouse to open an account on a fund dealing platform, and for the spouse holding the assets to transfer over the additional funds to be sold, so the other spouse can sell them?
If the total taxable income and capital gains income are both within the respective annual tax-free allowances, then no self assessment tax return needs to be filed, is that right?
