I have won an item on ebay, but the seller now will only accept payment as an international money transfer straight to his bank account. I have spoken to my bank Halifax and they want to charge me £14 for doing so. The actual item is only £10 so I am not so inclined to do it with them.
I had heard tha there were new European Union rules which prohibited banks from charging more for international money transfers between countries that are members of the E.U., than they charge for domestic money transfers. Is that correct? Should I tell the Halifax that?
Any other suggestions, as the seller will only accept cash as an alternative.

I would'nt even bother sending the money or dealing with the person if the terms and conditons were not defined initially, if that is the case, make a comment to this aim on his customer comment section.

double check the item description, if that's the only payment method he said he'd accept then you'll either have to pay the £14 or risk bad feedback. If he said he'd accept other payment methods offer to pay by the one you want or tell him to sling it.0
