Fairest way to repay

Repaying this via general taxation rather than adding it to bills would be fairer as bills are already too high and unlikely to return to previous levels for years, if ever. If it's added to income tax it will be paid by those whose income is above £12,500 (currently), whereas if it's added to bills it will have to paid by everyone regardless of income. This hits those on the lowest incomes the hardest, for example people on Employment Support Allowance receive £6,132/yr and not all get it through means tested benefits so have to pay council tax and don't qualify for extra help such as the £650 payment. On such a low income it's not possible to pay £2,000 for electric and there is no way to repay the 'loan' even if prices fall. Taxation is fairer as those paying it have a higher income to start with.
