Council tax assessment system

Am I missing something in thinking that the system is flawed because freehold and leasehold property values increase differently.
According to Nationwide property values my leasehold property should now be band C as my leasehold property has not increased in value at tthe same rate as local freehold properties.

For CT purposes all houses and bungalows are assumed to be freehold and all flats and maisonettes are assumed to be leasehold.
NW and other house price indices are inaccurate and should not be relied upon.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
