Do Barclays do valuation last?

Just curious as to where I may be at or waiting on. Do Barclays instruct a valuation last or underwrite after?

My experience as a customer was that the valuation fee was payable upon application. 

Lender recorded fee as paid on application but no funds were taken. 

Problem was this was supposedly an execution only variation of an exiting mortgage and a valuation formed part of existing lending agreement. 

Putting lender under a duty of care which they evaded by not complying with criteria. 

Check when it’s due as paying and make sure it’s collected even if it’s refundable as payment puts lender under a fiduciary duty one which was evaded in interest of lender in my experience.
