As above clearly pension and dividends count as income but do capital gains on shares count as income?
Ie if a parent bought 100k of shares and a year later they were worth 112k could 12k be sold and given as 1k per month as gifts free of IHT

No they do not. Income for this purpose does not include capital gains (even if tax law taxes them as income). See:

Not easy to do once you are retired. Most people’s excess income will also be being squeezed by rising expenditure so even staying static is difficult with the current inflation levels.Ciprico said:No...
