NHS Total pensionable pay calculation – best of the final 3 years question

Can anyone confirmation that if I use the best of my previous 3 years on the NHS 1995 final salary scheme I can only work on fixed blocks of 365-day steps based backwards from my actual retirement date? i.e. from months 36 to 23 or 24 to 13 before retirement, and not the best consecutive 12 months of earnings I had?
I am doing the maths on stepping down a couple of grades in my final 9 months

You may have already seen this https://www.nhsbsa.nhs.uk/sites/default/files/2017-05/Pensionable pay factsheet (V2) 05.2017.pdf but it implies that the best year is based on stepping back from your date of retirement and not therefore any other 12 month period within the 3 years.
