Why am I being chased 12 years on?

I had a debt with Capital One from 2008, if I remember correctly I had a default around 2009/10 which would have dropped off around 2015/16.
around 2019 I started getting texts from Capquest chasing the debt which I ignored. The text stopped after a while but today I have received a letter from them saying Resolvecall, who specialise in home visits to resolve the debt, have now taken over my ‘account’. 
I have attached the letter.

Is this just more ‘hassling’ that I can ignore? Do I legally still owe this debt after 12 years?

    The limitation act says creditors have 6 years to pursue their rights through the courts, as that time is long since up, you must write to them, with the statute barred letter.

    Unless you do so, they are somewhat still within their rights to continue to chase you for payment.

    Capquest like buying up old statute barred debt for pennies in the hope of a payday, resolvecall are just there hired hands.
