    Theres a difference on buying it to continue living in and buying it to then rent out.
    I get your point, but there's no difference as per the scheme, it allows properties to be rented out straight away and can be remortgaged to an interest only buy to let mortgage after 5 years. There's a reason it's sometimes disparagingly called Right To Buy To Let.
    There's nothing stopping the government from legislating to change this but I suspect they don't care as long as the property exits the social housing stock.
