Is this usual when seeking a property to rent

My daughter is trying to find a property to rent. Its a very competitive market with many more applicants than properties. My daughter has identified a property she likes and the landlord has told her she is on a shortlist of four. The landlord wants to take references for everybody on the shortlist before deciding who will be successful. Now the landlord is also asking for a holding deposit even the property has not been offered to her. I can understand the point about referencing but the landlord is I'm assuming asking all the short list of people for holding deposits. To me this seems wrong but we're novice renters. My daughter has previously rented one property without any issues and that rental process was much more straightforward. Any advice / comments on the process the landlord is going through would be welcome - particularly on the request for a holding deposit.

It is illegal under the Tenant Fees Act to take multiple holding deposits simultaneously.

The Landlord then has to pay for credit checks and take employer references on 4 different sets of tenants !
I can also understand why any LL would want the most suitable tenants in the current market.
