Help ! HMRC Hassling my husband for over a year and issued a fine.

Hi

Looking for advice. HMRC, for some obscure reason, thinks that my husband is self-employed and they have been sending about a dozen letters threatening him to pay a penalty for non submission of self assessment for a time period if I recall, of 2017-2020.  He isn't, and never has been self-employed. He has paid tax through all his employers over the years.  They have been sending these letters for about one year. He has just received a fine for £1200.  

He spoke to them (on their premium phone line) for about one hour months ago; 
A few weeks later he got a tax refund, but then they kept sending the letters. 

Last month he wrote to them, and sent them a copy of his P60 for 2020 (couldn't find previous years :s) . 
Today he got a fine of £300 for 2019 and one of £1200 for 2020.

What on earth is going on?  why aren't they listening? how could this happen?
All his employers have a proper payroll setup etc, some are big companies.
He is getting extremely stressed by the situation.  What to do?
Could someone have used his details ? Just don't understand... Any advice would be much appreciated.

    Hopefully this will be moved but are you sure this is a not a scam as the HMRC number is not a premium one but a local rate one that is included in most call packages. Have you checked his personal tax account online?
  • Self Assessment isn't specially for people who are self employed, there are a lot of reason why people need to complete a tax return.

    And HMRC don't have a premium phone line.

    Sending a copy of a P60 is meaningless.

    You need to start at the beginning and get to the bottom of, not piecemeal

    Did your husband have other income in those years, for example, cashing in bonds/shares that have gone up in value from when he bought, which may be a chargeable event, selling a rental property for which capital gains tax was due, or receiving rental income but not declared?

    Did your husband ever register for self-assessment?  Sometimes, HMRC still require you to complete a self-assessment years after you no longer need to.

    Actually, the number is a 0300 number which apparently isn't premium.  The letters look pretty legit too....

    Just checked online, and it says 'you are registered for self-assessment'.   Why?

    I had to complete self assessment even though I was an employee as I had a company car and other other employee advantage s.  If HMRC tell you you need to complete forms you do it.
