Road tax for foreigners and fuel prices petition

Hi all!
Before I go any further, I hope this post is allowed. I've read the ts 'n' cs and it's not about P2P file sharing, advertising a product or inciting racial hatred. Should any board monitor disagree, please take what action is necessary, but please remember my intentions were honourable and kind!
Ok, down to business!
http://petitions.pm.gov.uk/CUT-PETROL-COST/ <--- is a petition to ask the PM to lower petrol prices to below 90p per litre i.e. in line with the EU (average?) price. Hopefully, with a bit of pressure we'll get somewhere.
http://petitions.pm.gov.uk/UKTOLLS/ <--- is a petition asking for foreign vehicles to be subject to the same road tax laws as UK ones. Currently, as far as I know, foreign vehicles coming into this country are free to drive around, without paying anything towards the up keep of the UK roads. The idea behind this is based on tolls in other EU countries (such as on French autoroutes) where foreign drivers have to pay just like the natives.
Before signing any of these, please consider your own opinion carefully. There could be both pros and cons to any of these 2 ideas.

I echo this statement. Near where I live I regularly see many Polish cars which are obviously not road worthy (by our standards) and it's not uncommon to see foreign lorries with bald tyres, broken (not just not working) lights, drivers using mobile phones by the dozen. I am fed up with this and think it's about time something was done.0
