Can I claim back up to the NHS value for any of the above? If I say have paid £90 for hygienist and check up, can I claim the NHS limit on these two back myself?
Same with optical....I have a complex prescription.

Dentist (or any other medical treatment) - No.
In my view there is a valid argument to be made that, if you go privately for something the state would have paid for, you should be able to claim whatever it would have cost the state to provide that service. However, that is not how it works and as far as I know there are no proposals from any political party to change to such a system.
Help may be available during the examination and prescribing phase but not once you have paid it all yourself.
