The competition was definately legitimate is not very well designed or executed. The winning emails were a bit spammy looking, but if you logged directly into the portal that you originally registered with you'd see your number of entries and any wins to claim. So if you registered and at any point purchased from a small business during the competition period you will have gained entries and there were so many prizes there was a very good chance of a win.
