Do I need consent to Let

Myself and my partner have owned a property for 10 years, we have always, and still intend to live there in the future but are currently in tied accommodation, my Mother-in-Law lived in the property until she recently died.
To avoid the house being empty I want my Daughter, her partner and my grandson to live there for the next year or so until we want to move in, there will no rent, they are there to look after the property, we do and have always covered the mortgage in full and never received any payments from my mother in law either. As this is not an actual let do we need to obtain consent, we were told by the broker originally that we did not need to do so with my mother-in-law acting as housekeeper but he has since retired.
They will look after the property and save additional funds and will be buying a property themselves in the next year or so. It is the only property that we own. They were purchasing a property but it has turned into a nightmare the sellers have not been very honest and their current mortgage offer is about to expire, the lenders will not extend and there is no way that they will complete in time and they cannot get an extension. My daughter has one item of adverse credit that will clear in 18 months but given the rate that they already had (over 5%) as the base has gone up 2 points in that time they really need to be able to step back until things settle down. They will be able to save a significant sum during this time as well.
