Pension Provider Ignoring My Letters

I had several pension pots which I've recently decided to consolidate. Most have transferred to the new provider without issues but one, St James Place, told the new provider they needed some extra paperwork signed before transferring the pension. I've written to them twice over the past couple of months asking for the paperwork but they haven't replied. What can I do next?

If the pension doesn't transfer using the origo system then discharge forms are usually still required (SJP do support Origo on most of their pensions). I have transferred many SJP pensions away from them and they went through Origo without any further requirements.
There has been a tightening up on administration in the last few months and some providers have introduced more stringent requirements based on their own interpretations of the new requirements. I have come across a couple that seem to be adding things which, if I was cynical, appear to be a blocker to the process rather than a requirement. None of these has been with Origo transfers though.
