Council Tax incorrect band

Firmly believe we are on the incorrect tax band have taken all the necessary steps and complaints using ONS - Office of National Statistics and VOA - Valuation Office Authority data data within a 2 mile radius same type and construction and age. all these other properties are a lower Tax band yet VOA are requesting for me to produce a Google Map area tool taking a plan view and sketch out the perimeter this seems most odd as I'm using there own data?
has anyone else had a similar experience. Please advise.
