Nation Insurance Exemption Certificate

In October this year i applied for a National Insurance Exemption certificate due to low earnings. I had not heard anything after six weeks so I phoned the National Insurance contributions Office to find out what was happening, they told me I would get the exemption certificate, but this morning I received another application form in the post. Is it possible to find out online what is happening to my claim, clearly the muppets that work in the call centre are unable to answer a simple question!
