Childcare vouchers beyond 16?

Is there any way to use unused vouchers or credit when the youngest child is over 15 or 16?
I have been told by the provider that I have to go back to my previous employer from 7 years ago to ask them to payroll the payout of £1000. That employer doesn't want to citing cost and endangering the scheme. Surely there ought to be a way, else is the provider cashing in my salary/savings?
