charging order/ re-mortgage advice

I am seeking advice given the current climate regarding re-mortgaging as I am on a variable rate at present.
Through making some ill advised knee jerk decisions to being in financial difficulties approx 14 years ago, I re-mortgaged and have a personal loan with the mortgage provider which consolidated my debt, however this was unsustainable and ended up with my mortgage provider obtaining a CCJ on the loan and subsequent charging order on my home.
My mortgage is not in arrears and never has been but the loan has approx £2k of arrears, which I am paying back at a small amount each month.

I have a complaint in with the FOS at the moment due to the mortgage provider, Birmingham Midshires, pursuing me for the arrears, despite the court order never being varied and I am paying way over the amount set.

Can anyone advise me if there is a chance that I can re-mortgage to a fixed rate with the charging order on the property or am I stuck until this is paid off?
Any advice will be very much appreciated.
